The Department of Transport Management (DoTM) has blamed the Madras Security Printers Chennai, India for problems in the printing of smart driving licence cards.

According to the department, the company which has been contracted to facilitate the DoTM with issuing driving licence cards is still working on developing the software required for the system to function at a full scale. 

The company’s failure to deliver as per the agreement has hampered the printing and distribution of smart driving cards, the department says. The department is said to have already advanced 90 per cent of the contract amount Rs700 billion to the Indian company. 

The department has already informed the company about technical issues it is facing with the smart card software system, said Suraj Prasad Aryal, a computer engineer at the department. “The company has not responded to repeated reminders to send a technical team to fix the issues.”         

In a letter dispatched recently to the company, the department has stated malfunctions plaguing TMO /TMSO and modules. Pointing to the problems facing online payment of tax and insurance, the department has said it is trying to fix a software bug and loopholes in the security system.

The security audit of electronic driving licence has yet to be carried out. As a result, the department's Online System (EDL and VRS) remains non-functioning, according to the department officials. 

Work on 18 TMS has stalled as the company has not sent the skilled human resources required for technological assistance. 

Under the agreement, the company has to provide a software project manager, senior and junior Web Java programmers, a database specialist, and a quality assurance specialist. But it has not completed the obligation as yet, according to Aryal.

Worse still, the company has not delivered the entire software and hardware packages necessary for the online renewal of the driving licence and vehicle registration. That, according to the department,  has caused delays in issuing licence cards. - RSS
